I was pulled over on I-65 outside Louisville years ago going about 75mph entering the zone where the speed limit dropped from 65 to 55 approaching downtown. Officer cited me as driving 59 on the ticket he handed me. According to the chart on the back of the ticket it was the highest speed I could have been cited for while being in the lowest tier of fines.

According to 11W, he was also cited for operating without a license, which kind of undercuts the whole "lack of communication" explanation.

Officers often cite for a variety of license offenses to make sure they get it right... and then then they often do not get it right. There are so many types of DUS/No Ops charges and voluminous Revised Code sections that get amended frequently, it's almost impossible to stay on top of it.
The 4-mph thing is a red herring. It's an amended speed to keep points off the license. The actual speed was probably 20-plus over the limit since it was originally charged M4.

Pretty much what he (@OH10) says below...
Operating without a license does not mean, "driving a vehicle without a license presently on you." Though you should always have it on you while driving, you have a window of time to show proof of your license. This is what OH10 is saying, Zeke was driving under a suspended license, so by default he falls under operating without a license too. Throw as many charges at them as you can and see what sticks.
The ORC is crazy and crazy how much it updates while going unknown to the vast majority of people. At least it's relatively easy to find what you want with a Google search by adding "ORC" before or after what you're looking for.

It's an officer getting his paycheck and nothing else.
Everyone's local PD is financed by nailing citizens for petty traffic tickets. The fines for which have steadily rose every year, and peer reviewed studies have demonstrated that ticketing goes up and down depending on the local city's current revenue deficit/surplus.

Zeke is the man, and has done a lot for this school - but the last month hasn't done anything to improve his draft stock. Dare I say; he's demonstrating behavior that's NOT above the line. Don't get me wrong... love the kid and love the player... just sayin'.

Only among inept franchises that would ruin his career. Well-run organizations will see past this stuff. If it were intentional I'd argue that it's a pretty good way to engineer his draft fate.

And with that Mississippi guy who fell out of the window after some righteous bong hits in this year's draft, Zeke won't get drafted by the Browns, so his chances of landing with a well-run organization are better than normal!

My original point was that there should have been no confusion on the operating without a license citation if Zeke didn't have his driver's license on him at the time (which he didn't). You responded "Operating without a license does not mean, 'driving a vehicle without a license presently on you.'" Well, guess what? It sure as [censored] did in this case. Game.
