My point is simple: It's being talked about as a Title IX issue. Not an HR issue.
You're changing the goalposts because the Title IX issue is rather bogus.

there isnt a single mention of any HR policy by Drake or page 1 of the report. Both cite title ix only.
When you reply next try to find any mention of an actual policy and a reference for that policy.
Until then, have fun trying to change the goal posts.

From Page 1 of the Report:
"The information provided constituted a complaint under university policy and Title IX ...
This Office, which oversees Title IX compliance, investigated these issues, as required by university policy and federal law."
What university policy could the possibly be referring to?? Read on:

From Page 3:
"The information provided by the parent constitutes a complaint under the university’s Sexual Harassment Policy 1.15 and Title IX; the parent requested an investigation of these issues, which implicate university policy and federal prohibitions on sexual harassment and raise the possibility of a hostile environment in the Marching Band"
From Page 13:
"The university’s Sexual Harassment Policy 1.15 makes clear that..." yada yada

At the end of the day both Title IX and university policy concerns are related to sexual harassment, which the report cites the US DOE's Office of Civil Rights as being "a form of sex discrimination covered by Title IX" :
"For these reasons, we find that the Marching Band’s culture facilitated acts of sexual harassment under both university policy and Title IX, creating a hostile environment for students."

This isn't some either/or situation, where Waters was fired for checking just this box or that one: Title IX and OSU sexual harassment policy are completely intertwined -- and according to the investigation report (and the administration that acted upon its findings), Waters was lacking in his response to complaints and his so-called attempts to change the culture.

And the problem with that is the same as title ix -- the claims of sexual harrasment are without merit as the alleged victims were never interviewed and have since come out themselves and unequivocally made it clear that they are not victims. Rather they participated in the fun and games equally... in the true spirit of title ix

The original complainant never claimed any incident of sexual harassment. And its rather disingenious to take an isolated incident that is not statistically meaningful and try to say after the fact that there is a culture of sexual harassment.
It's a pity she elected to not prosecute the pos that actually harmed her. It's a pity her mother decided to take it out on an innocent man who played no part in that event and performed his responsibilities by ensuring the shitbag was expelled.
She's not doing any favors for his next victim, nor for the other women in the band by reinforcing stereotypes that females cant participate in healthy non-threatening humor w/o being victims.

(FYI the "complainant's child" was not connected to the 2 alleged sexual assault/harassment incidents in 2013, in case you're wondering where your post went off the rails.)
