2020 Buckeye Trivia Contest - won by BN27

During the BCS era, there were 8 teams which reached a #2 ranking in just 1 of those 16 BCS seasons, and never reached BCS #1. Here is an incomplete list:

Texas Tech
Boston College
West Virginia
Kansas
South Florida

Which other two more traditional powers are the last two members of this list?

HINT - One is either Penn St or Notre Dame

Tenn was #1 in '98, and #2 two other years. Oklahoma reached #1 in 6 different seasons.

During the BCS era, there were 4 teams which reached #1 at some point, but only did it in a single season and never reached BCS #2 in any other season. Besides these three, who was the 4th team:

UCLA (initial BCS Standings, 1998)
Missouri (2007)
Kansas State ((2012)

In 2002, Oklahoma, tOSU and Miami were the only 3.
In 2004, USC, Miami, and Oklahoma were the only 3.
In 2009, Bama, Florida, and Texas were the only 3.
In 2010, Oklahoma, Auburn, and Oregon were the only 3.
In 2011, LSU, Bama, and Oklahoma St were the only 3.
