What the hell was up with the UIW screw job on the fumble??

The NDSU RB fumbled the ball standing up and yet replay confirmed the carrier was down? Did I miss something?

The announcers said it wrong I think. The ref said the call on the field of "recovery by offense" was being reviewed (I am almost positive). Then the analyst guy started saying "how is that not a fumble..." etc

I thought I saw the last guy in for UIW recover it though. Certainly a controversial call and shockingly enough, I don't think they got it right even with replay.

I figured it had to be more about unclear recovery. At least that is somewhat plausible, even if it was still wrong.
