Just go to Dubai, they already have them....

and while I am thinking about it, very little of the economy around Dubai and the Emirates are from oil/gas/etc. It's mainly a service and sports based economy there. There is a significant horse race there in March and a pretty big (big enough to get Tiger to show) golf event there every January/February.....
