4. In the event that a team is abandoned, a new owner will be selected by the commissioner based on nominations. In that new owner's first season, his team will be moved to the back of the draft order. If there is more than one abandoned team, approved new owners may choose from the abandoned teams on a first-come-first-served basis. If there are multiple new owners, all will be moved to the back of the draft order, but among them their spot at the back of the draft will be in reverse order of which they exercised their choice of abandoned franchises.

9. A player can only be kept 3 times consecutively, even if traded. After that, he becomes part of the draft again.

Since I don't see anything about free agent pickups in rule 9.....I'm thinking anybody that was kept last year by team A, dropped last year by team A, and picked up last year by team B will have his 3 year clock start over and his keeper spot will be 7?

example: I kept Kareem Hunt last year as a 3, then dropped him. Boogs picked him up because he has no regard for the safety of women. If Boogs wants to keep him this year, Hunt's value is 7 and is in year 1 of 3?

We might not have run into this example before. I doubt many keeper players have been dropped over the years unless due to injury or “extenuating circumstances” forced a managers hand. That was part of the reason of adding an additional IR slot. So if a keeper is done for the year, you can still keep him on your roster without using up a bench spot.

I would say that would be fine. There is just a clear distinction between a keeper being traded and one being picked up off the scrap heap then as the former doesn’t restart the keeper clock but the latter does.

I'm in the process of filling in the cost for every player that's currently on a team.....but I started with last year's keepers, if you still want them. I'm using rule 8 to figure out what round they would be kept at:
8. A previous year's keeper may be kept, but it costs you their draft slot minus the number of years they have been kept. ex.:Carson Palmer... drafted 5th rd. Keeper yr 1 costs a 5th, 2nd yr costs a 3rd, 3rd yr costs a 2nd, 4th yr he's a free agent (see below)

Even though I hated showing my math in school, I basically subtracted 2 rounds from last year's keepers if this is the 2nd year keeping them.....but only 1 round if this is the 3rd year. The assumption being, the correct subtraction was done last year for players being kept the 2nd time (original draft minus round).

Again, these players are not officially anybody's keepers yet. Just what the round would be if you kept them again. Figuring out the rest of the values will be easier since I found last year's draft.

I took over a team last year. This would be my second year. Not sure what the guy did before me so am I reading this right? This will be my last year with Michael Thomas?

Yep...according to this post from last year, they were kept for the 2nd time last year. This year will be the 3rd if you choose to keep them.
