I love Lou, he brought in some great talent to the team and they knew how to win some games, but I don't think he belongs on this list before two other gentlemen. I would have put Frank Leahy or Ara Parseghian there before Lou. Heres the comparison:
Ara: 178-58-6, .836 winning percentage at ND, .754 career, 2 NCs
Leahy: 107-13-9, .888 winning percentage at ND, .864 career, 4 NCs, 39 game win streak
Holtz: 249-132-7, .769 winning percentage at ND, .64 career, 1 NC

Interestingly enough, they put Lou, Bo, and Woody together there. Bo and Lou were assistants under Woody at one point, Lou was also an assistant under Barry Switzer at Arkansas I believe. Bo was actually an assistant under Ara at Northwestern as well I think, and Ara was also an assistant under Woody. Kinda interesting how all those coaches are tied in together.

Leahy actually had a 39-game unbeaten streak (ties in '46 and '48), including a 21-game winning streak.

I agree that he's a worthy candidate.
