Animal fighting has recently gotten a lot of publicity in the media.
There has been sudden interest in many municipalities to "address" the issue due to said publicity (this is so that potential voters know their politicians are "doing something").
New Mexico Governor Bill Richardson has been somewhat ambivalent about banning the sport in the past. Now that the issue is squarely in the public's eye he has gone ahead and signed the bill (some will of course argue this is because it's good publicity for someone rumored to have Presidential aspirations).
Now if suddenly animal fighting is big news and there is political movements to crack down on the practice (striking while the iron is hot if you will) then it's not exactly a difficult leap of logic to see a connection between the primary source of the aforementioned publicity and actions that are a result of said publicity.
