NEW YORK (SI.com) -- Rafael Palmeiro, who last month became the fourth member of baseball's 3,000-hit, 500-home run club, tested positive for steroids, SI.com's Tom Verducci has confirmed.

The penalty for a first offense under baseball's drug-testing plan is a 10-day suspension.

The announcement was made prior to the Orioles 12:35 p.m. ET game at Camden Yards against the Chicago White Sox.

Palmeiro, whose 567 career home runs and 3,018 hits make him a leading candidate for the Hall of Fame five years after he retires, immediately appealed the disciplinary action.

Palmeiro, who passed 3,000 hits this season, is the seventh major leaguer suspended under baseball's new drug program that became effective in March. He by far has the highest profile of any of the previous players disciplined.

Palmeiro during the highly publicized March 17 hearing on steroids conducted by the House of Representatives Government Reform Committee said, under oath, he'd never used steroids even though former Texas Rangers teammate Jose Canseco said otherwise in his book, Juiced.

Palmeiro's statement: "Good morning, Mr. Chairman and members of the committee. My name is Rafael Palmeiro and I am a professional baseball player. I'll be brief in my remarks today. Let me start by telling you this: I have never used steroids. Period. I don't know how to say it any more clearly than that. Never. The reference to me in Mr. Canseco's book is absolutely false. I am against the use of steroids. I don't think athletes should use steroids and I don't think our kids should use them. That point of view is one, unfortunately, that is not shared by our former colleague, Jose Canseco. Mr. Canseco is an unashamed advocate for increased steroid use by all athletes."

Palmeiro, 40, signed a one-year contract with the Orioles for 2004 that paid him $4.15 million. The Orioles exercised an option for 2005 at $3 million.

Unless reversed, the suspension will cost Palmeiro $165,746.

In 103 games this season Palmeiro is batting .280, with 18 homers and 59 runs batted in. Palmeiro had one hit in the Orioles' 9-4 loss to the White Sox in Sunday night's nationally televised game.

When he collected his 3,000th hit on July 15 off Seattle's Joel Pineiro, Palmeiro joined Hank Aaron, Willie Mays and Eddie Murray as the only players in baseball history with at least 3,000 hits and 500 home runs.

Saturday, during a press conference in Cooperstown, N.Y., new members Wade Boggs and Ryne Sandberg both said Palmiero should — and will — be inducted into the Hall of Fame.

It's on CNNSI's cover page now. The hilarious thing is that he's been front-and-center with Schilling saying how much he detests steroids and the people who used them.

Maybe now we can put one big giant * between 1989 and 1999.

So it wasn't the Viagara that turned Rafael Palmeiro from a guy that can barely hit 20 homers to a 40 homer guy?

Say bye bye to Cooperstown. The writers will look for someone that they can punish and keep out of the Hall.

I'm just shocked that he could go on and say all that stuff under oath to Congress. Talking about kids not using steroids, yet he's now been tested for them. what a joke! I don't get how people can go out there and just lie and cheat like that. I know personally I couldn't live with myself seeing kids look up to me as a role model KNOWING I cheated and lied. maybe it's just me.

this is amazing...i was just in Baltimore to see the White Sox on Saturday, and I watched the game in HD last night, now he's a roid user.

He hit a HR on Saturday and I jokingly said 'steroids' under my breath.

Actually, Canseco said that he introduced Raffy to 'Roids when he was traded to the Rangers in 1992. Despite playing in bandboxes like Wrigley Field & old Arlington Stadium, Raffy averaged only 15.6 HRs per season in five full seasons from '88 to '92.

Since '92, Raffy has averaged 38 HRs per season from 1993 to 2004. An increase of 22.4 Homers.

Also, in '88 the Cubs had two up & coming 1B: Rafael Palmeiro and Mark Grace. Don Zimmer has said many times publically that Palmeiro was traded because he never thought that he'd hit for power. 560+ homers later ..

Wow, I was shocked when I just got online and saw this.

He was so sure about saying he did nothing wrong, and dening cansaco that you would think that he was telling the truth.

Also takes care of that hall debate, maybe pete has someone join him on the permanently banned list.

I don't think they have grounds to permanently ban him. But, he definately lost a ton of votes today.

These sports-writers should take the bull by the horns and keep McGwire out next year.

For some reason, this reminded me of the movie the "Last Boy Scout", when the guy at the beginning tells Bruce Willis he's "not sure how the affair happened" and Willis replies something like "I know, you tripped, and fell, and your dick slid into my wife".

Makes about as much sense as "I have no idea how they got there".

This doesn't surprise me at all. As someone said earlier, he went from a 20HR/yr guy to a 35-40 HR/YR guy overnight. I've always thought Will Clark was the better first baseman of the two even with all of Raffy's stats. I guess this just confirms my belief. I'm sure he's glad Bud hasn't been able to push through the stiffer penalties.

He still is denying ever "intentionally" putting steriods in his body. I'm wondering who's been spiking their drinks for so many people to accidentally take steroids.
