    I am not close to the situation but short of the CPD stating they mistakenly assaulted his vehicle while he was driving to church because they received a tip from Homeland Security that a vehicle matching the description of his was transporting Osama Bin Laden, he is going to carry this stigma...

Yes, there's no crime involved but if there's no trial and he was lurking then I would err on the side of no-fault and both parties just walk away. At the end...
