From this article, the 12th fastest time is 9.86 seconds.
Two different things... the article mentions he 4th fastest time in the world this year to date... that was correct at the time the article was posted but now he "only" has the 6th fastest time according to IAAF:
iaaf.org - Statistics
This will change pretty quickly as outdoor track is just starting to come into season... the US starts a bit before most of the world. Still damn impressive to be on a world Top-10 list at any time.

The article you linked is the top times of all time regardless of age. According to dyestat.com Demps has the 6th fastest US high school time on record:

The Gators hope the surgery will relieve years of pain in Harvin's right heel, which has bothered him off and on since his high school days in Virginia.

Harvin ran for 764 yards and six touchdowns last season and caught 59 passes for 858 yards and four scores.
