In this example as the stooge who went and shot video, they are screwed either way.

You either got reimbursed for your work related activities (now the IRS is off your back but the schools is fucking nailed)

or

They gave you the money through some booster slush fund in which case you and your booster buddy now both have a bunch of new friends at the IRS. (and if the NCAA considers him a booster, then the school is still fucking nailed)

Come to think of it, they haven't had a good booster scandal in 30 some odd years. They are due for another.

Pretty much. The plausible deniability stuff being what it is, the IRS gives zero fucks about lifting some opponents’ signs. Not going to happen, but if the IRS started sniffing around this, there’s your subpoena power to get your answers.

True but the FBI had half the coaches in CBB on wire taps admitting to paying players and the NCAA did less than nothing.

I think this comes down to the B1G having evidence first hand and not being shy about sharing it.

according to that article he did.

Some school has video of him sitting in the seat, purchased in his name and pointing what looks like a cell phone at a team's bench the entire game.
According to this article sounds like it was a different person than porn marine in the seat

ESPN reported the NCAA is expected to receive video evidence of illegal technology used in scouting that is tied to tickets Stalions purchased. It said one unnamed Big Ten school checked video surveillance from a game this season and said the person in a seat Stalions purchased used a smart phone to film the team’s sideline throughout the game.
