There is no way to get the case into federal court. The underlying claim is state law contract action eliminating federal question jurisdiction. As for diversity jurisdiction, the Bd of Regents are an arm of the State and are considered a State for diversity purposes. States are not citizens for diversity purposes. Since a State (-ichigan) is not a citizen f that State (-ichigan0, there is no diversity of citizenship jurisdiction available.
