My guess would be the Feds are involved because US Integrity presented them with a fact pattern some what like the following

1) Details of the ever growing more sinister Conner Stalions scheme.

2) Some puzzling end of game decisions made by the Michigan coaching staff. For example passing to score that pushed a game to the over.

3) Unusal betting patterns, especially on line betting from Michigan ISP addresses.

It doesn't mean the Feds will be able to make a case, but they for sure would look into this.
