FWIW...

I was out and about in Shanghai today. Did a 46km ride through urban areas. I didn’t see any crowds on this scale. I wouldn’t quite use the word “packed”.

One thing to remember is that today is a National Holiday so it’s not uncommon for people to turn out for picnics, etc. But even at a popular local lake I only saw maybe a few hundred people. To be fair, I didn’t go to the Bund, probably Shanghai’s top tourist attraction, because I didn’t feel like getting sideways looks about “what is this foreigner doing out here...” lol

As the article mentions, as the number of “imported” cases goes up, though, museums that had opened are now closed again.

Having said all that, it’s fair to say that the Chinese government is as eager, or maybe even more, it seems, as the White House to get the economy started back up. Not a political statement...

Are people concerned about the sudden appearance of a 2nd wave, or do you think China has testing and tracking down well enough to avoid another large scale outbreak?

People are very concerned, especially since things had started to kind of open back up.

The government is taking the risk progressively more seriously. A month ago when people were coming back they'd be asked to stay home. When more infections were found, police started checking on people who were supposed to stay home. Then, about 2-3 weeks ago when people were coming back they started getting taken directly to a government-run quarantine facilities with alarms on the outside of the room doors to keep residents from going out. And as of about a week or two ago, nobody is being let into the country from the outside.

They're not messing around. Even more so than at the end of January when they locked EVERYTHING down and kept things variously locked down until about a week or two ago.

As a side note, I should say that I have NEVER felt any xenophobia over the last 5 years here in China until the last month. Folks will literally switch which side of the street they're walking on to avoid coming near me, and people will get up and move to another table in a restaurant when I come and sit down to get some food. With all of this, I still routinely see foreigners walking around outside without wearing masks. It's a sing of different mindsets and cultures, I guess.

If I see Fred Sanford in China, I'm moving to the other side of the street as well.
