Look Who's Transferring Now (The Portal)

Scott Frost’s first Nebraska commit enters transfer database

After significant roster churn during Scott Frost‘s first year in Lincoln, it’s been quiet, relatively speaking, on the transfer front for Nebraska this year. So, of course, there is now some further 2019 roster churning on which to note.

Amidst significant speculation about his future, an NU official has confirmed that the name of CJ Smith is now listed in the NCAA transfer database. As Smith was ticketed for significant playing time in 2019, it’s unclear what triggered the defensive back’s decision to enter the portal.

West Virginia’s second-leading tackler enters portal

Robinson started 20 games during his time with the Mountaineers, with a dozen of those coming last season as a true sophomore.

Both of West Virginia’s starting safeties are in transfer portal

While you would think it would be a nice quiet summer down in West Virginia for new head coach Neal Brown, that has not been anywhere close to being the case. Especially now as he’s seen both of the Mountaineers’ starting safeties enter the NCAA Transfer Portal in as many days.

Per 247Sports, Derrek Pitts has joined teammate and fellow safety Kenny Robinson in the portal and is almost assuredly headed out of Morgantown in short order.

Miami QB Cade Weldon transfers to East Tennessee State

Miami’s crowded depth chart at quarterback is officially a little thinner as we transition into the summer.

As noted by 247Sports and later confirmed by the player himself on his twitter feed, former Miami QB Cade Weldon has made the move from Coral Gables to the FCS program at East Tennessee State.

The Tampa native saw limited playing time for the Hurricanes after arriving as part of the class of 2017 as a three-star recruit, playing in four games in 2018 and completing a grand total of two passes for 14 yards while rushing for 16 on the ground with a touchdown. The redshirt sophomore is the son of Casey Weldon, the former Florida State signal-caller back in the early 1990’s who famously finished as runner up in the Heisman Trophy voting to Desmond Howard as a senior.

The younger Weldon could be eyeing a return to the FBS level eventually after holding offers from the likes of Kentucky and South Carolina but will compete for the starting job at ETSU in the near term.

In Weldon’s absence though, the Miami QB derby is even more clearer prior to fall camp for Manny Diaz and company. Incumbent starter N’Kosi Perry is likely the slight favorite to hold onto the job ahead of Ohio State transfer Tate Martell and Jarren Williams.

Three West Virginia safeties now in transfer portal

Would the last man out the door please turn out the lights in the West Virginia safeties room?

In what has to be a disturbing summer trend for new head coach Neal Brown, 247Sports reports that redshirt sophomore Eugene Brown has entered the NCAA transfer portal as of Wednesday afternoon. That’s notable because Brown would be the third safety on the team’s depth chart to submit his name to the database in as many days, joining two starters in Derrek Pitts and Kenny Robinson in the portal.

Maryland adds former Clemson LB Shaq Smith

A Baltimore native, Smith graduated from Clemson and will be able to play immediately for Maryland.

The 4-star recruit redshirted as a freshman in 2016, then played in 28 games over the last two seasons. He posted 14 tackles and an interception as a redshirt freshman in 2017, then collected 17 tackles, 2.5 TFLs and a sack on Clemson’s title team of 2018.

As a redshirt junior, Smith will be expected to play and contribute the moment he steps on campus and lead the Terps’ linebacking corps for the next two campaigns.

Since getting demolished in The Game last year, Michigan had four players (Rashan Gary, Devin Bush Jr., Karan Higdon, Juwann Bushell-Beatty) sit out their bowl game (which they lost by 26 points), and the following players have left the program due to transfer or suspension:

QB Brandon Peters (Illinois)
RB O'Maury Samuels (dismissed)
RB Chris Evans (dismissed)
WR Oliver Martin (Iowa)
OL Nolan Ulizio (Pitt)
DL Aubrey Solomon (Tennessee)
DL Ron Johnson (Rutgers)
DL Rebuen Jones (West Virginia)
DB Myles Sims (Georgia Tech)
DB Benjamin St-Juste (Minnesota)

Now you could argue that Aubrey Solomon is the only huge loss, but all of the transferees are heading to other Power5 teams. Does Michigan have so much talent on hand that they can afford to lose eight players to competing programs?

EDIT: As far as transfers into the program, Michigan got a defensive end from Eastern Michigan and a long snapper from Duquesne.

Interesting article with the NCAA's wavier rule being "clear as mud".....

Harbaugh-Fickell Drama Lays Bare the Real Problem With the NCAA's Waiver Rule

August 16, 2019
There have been a lot of stories this week about a spat between Jim Harbaugh and Luke Fickell and a player, James Hudson, who transferred from Harbaugh’s Michigan program to Fickell’s Cincinnati program and wants to play right away. We will get into the details by the end of this column. For now, just understand this: Like a lot of college sports stories, it quickly became about the coaches' personas, a feud, and preconceived notions about right and wrong. And like a lot of college sports stories, the real story was lost.

This is not about Harbaugh. Or Fickell. Or Hudson. It’s about a single NCAA rule that has been revised to the point of self-parody. It is about coaches acting in their best interests and promising what they can’t deliver. (Shocking, I know.)

Follow along, and you will get another little peek inside the college sports machine.

Start with the rule. Forever, basically, college football players had to sit out a year after transferring. The fairness of this rule is debatable, to put it mildly, but put that aside for a moment. That was the rule. There were very rare exceptions—some under a NCAA rule that covered “egregious behavior” at the previous school.

Then, in April 2018, the NCAA replaced its “egregious behavior” exception with a “mitigating circumstances” exception. Evidently the NCAA replaced its lawyers with English professors. You can imagine the meeting.

FACULTY REPRESENTATIVE NO. 1: I don’t find this behavior egregious, Lewis.

FACULTY REPRESENTATIVE NO. 2: But does it mitigate?

FACULTY REPRESENTATIVE NO. 1: Why, I believe it does!

Mitigating circumstances, of course, can mean anything, from the extremely serious (sexual assault or harassment) to the extremely flimsy (the dorm food was icky). Coaches, who look for loopholes before they brush their teeth in the morning, recognized this one immediately.

And now, as lawyer and transfer expert Tom Mars says, “It is situational ethics at an epic level.” Coaches who publicly rail against the waivers privately call Mars and ask for help in getting them.

“Absolutely no question,” Mars says. “I’ve had multiple conversations that establish beyond question that the head coaches’ attitudes about waivers depends which side of the portal they’re on at the moment.”

And as soon as players enter the transfer portal, other coaches call with the pitch: Transfer here and we’ll get you a waiver. These coaches don’t know if a waiver is justified. Many of them don’t even understand the rule. They just know what the players want to hear.

“Part of the recruiting pitch is, ‘You come here, we’ll get you a waiver,’” Mars says. “I’m not speculating. I know it is (happening). Parents call me 15 minutes after leaving the coach’s office.”

This is what happens when the NCAA writes a haphazard, poorly constructed rule.

How poorly constructed? Consider: one of four requirements for a “mitigating circumstance” is that “The previous institution's athletics administration does not oppose the transfer.” This is a ridiculous sentence on several levels.

First: the player is already transferring. This exception is for a waiver to play right away. There is no opposing the transfer. So it should say the previous institution “does not oppose the waiver.” Apparently the English professors got drunk before they finished the job.

Also, think about this: If there are mitigating circumstances at Big School, why do we need Big School to confirm it? Are we assuming Big School will be honest about all its mitigating circumstances? News flash: Big School usually covers Big School’s Big Butt.

That’s how this works, and that’s how Mars got involved in the first place. Ole Miss misled its players about impending sanctions, and Mars helped the players become eligible immediately at their new schools.

This year, the NCAA changed its “mitigating circumstances” rule.

It changed it to …

Are you ready?

Extenuating, extraordinary and mitigating circumstances.

“They felt it necessary to add two adjectives,” Mars says. “What will it be next year? ‘Incredibly extraordinary, extenuating, mitigating circumstances?’”
.
.
continued
.
.
The only logical solution here is the one Harbaugh proposed: give everybody a one-time automatic waiver. It would eliminate the waiver promises in transfer recruiting, and it would help combat the horse-trading game between schools. It would also be fair.

The current situation is just not tenable.

“I think there is a real good possibility that within the next year, the legislative council will throw out what’s on the books and replace it with a one-time transfer-without-penalty rule,” Mars says.

It would be a drastic change for college football, but also a simple one. And the NCAA would get its administrators out of these extraordinary, extenuating, mitigating circumstances.
