I'd go with the 4S and not look back. The iPhone 5 will have some upgraded features, sure. Every major update to the iPhone line has had its issues or inadequacies though, which they have then followed up with a nearly trouble-free "S" model. While it's nice to have the latest and greatest, there's something to be said for opting for something that's proven and stable.
The nice thing is, there will be an update to the operating system that will be announced at the same time as the new iPhone. The iPhone 5 will come with the new iOS preloaded, but the update (and most of the expanded features) will also be available to the 4S.
I would not go with an cut-rate iPhone 4 however. While it looks the same as the 4S, it's different (not as good) internally. Siri is not the only thing lacking on the iPhone 4.
