What happened at Penn State is quite simply NOT A SPORTS SCANDAL! PERIOD!
What the hell does this have to do with sports? This is about humanity, and the grotesque lack of it that occurred by numerous members of our society that happened to be employed by the Penn State athletic department. To answer the initial question, 1919 Black Sox wins hands down. Tulane point shaving comes to mind, as well as many other mentioned incidents in this thread. BUT, criminal incidents that happen ouside of the realm of competitiion have no business being discussed. OJ? Nope. Rae Carruth? Nope. Tiger Woods(no crime) Nope. Jerry Sandusky, NOPE.
If Jim Tressel was charged tomorrow with molesting chidren in the shower of a summer camp 13 years ago, would you really consider that a "sports scandal"?
And if so, Why?
To me, I'd have to say players, coaches, administrators, boosters, etc, doing something illegal or devious that affected or attempted to affect the outcome of a game or form of competitiion, and recruiting would certainly be high on the list, would be a scandal. Employing prostitutes to "escort" recruits on their "officials" would be a scandal. We're Buckeye fans here, would you consider what Jim Tyrer did to be a "scandal." Crime is Crime, and and the Penn State "involvees" ( I made up that word) covered up Crime. They DID NOT create a scandalous situation to their "Sports" team. They simply broke the law and need to be dealt with.
