Windows 10 Safe Mode Login Problem - Help Requested

Good Morning Everyone:

I'm hoping that someone within BP may be able to help me.

Summary Point: I entered Safe Mode via msconfig last night to try to solve a problem. When the PC rebooted, it didn't accept my PIN, and I haven't a clue what my Hotmail password is. I've read numerous suggestions online as to how to get out of this situation and back to a Normal Boot, but I've failed every time. Any suggestions?

Background: My Start Button and Cortana were not responding last night when clicking upon them. One suggestion I found for "fixing" it was to enter Safe Mode, restart the PC, see if it's working and then go back to a Normal Boot.
Unfortunately, there was no warning that the PIN wouldn't work, and that I'd need to use my Hotmail password. Since I don't use that account much at all, I have the password saved on an excel spreadsheet for when I need it.
So, I popped open my work laptop and looked to see what could be done. The things I've tried thus far to no avail:

1) Reset Hotmail password, and try to do Safe Mode with Networking
2) Repeat Step 1 with Ethernet cable connected directly to PC.
3) I've been through the BIOS to see if I can change it there
4) I've tried to open the Command Prompt through Troubleshooting, but when I do, the PC just acts like it's asleep. The CMD Prompt never comes up, and I've waited 30 min.
5) I tried a PC Restore, and it does the same thing as the CMD Prompt step.

So, I'm assuming the Hotmail password is necessary to associate you to Cortana?

And 2, you're now stuck in safe mode and can't get out?

The cortana part I don't use. On part 2, you're absolutely correct.

What are all the ways you're trying to get to command prompt?

The only way that I've seen available is Shift + Restart, Troubleshooting => Advanced Options => Command Prompt. That's where it freezes though.

^ Understood. But that doesn't help me login in. The hot keys are for once you're back into your PC, correct?
Eeps. Thought you were in and it's doing dumb hibernate things otherwise. I think you're stuck with the boot disk/USB options.

Can you do a forgot password for Hotmail by logging in elsewhere?
