As have many other teams. I was more speaking to the fact that payroll in the NBA does not necessarily correlate with willingness to win.

Sure it does. Ignoring the abortion known as the Knicks, the top 11 team payrolls the past 2 seasons produced 17 playoff teams.

You don't think a lot of that might have to do with them resigning their own star players to go well over the cap? Not exactly what's going on with the Cavs.
