e did not ask a question...but you did. You turned his statement into a question and since it is the only word there, it becomes the question itself. Therefore, I can see where either rule can apply there.
i don't know how to stress this more than i already have. however, i will try. when a quoted statement is a question, the question mark belongs inside the quotation marks. when a quoted statement is not a question, the question mark belongs outside the quotation marks--provided, of course, that the whole sentence is a question.

examples

did he say, "am i wrong?"

did he say, "i am wrong"?

Here's my question, who gives a shit?

Why can't we have one rule instead of an obscure 2nd and third rule?

Looks better inside the quotation marks but what do I know, I'm just a shithead.

But aren't you an English teacher?

I won't give any more info. as to prevent any further embarrasment of yourself.

Yup. Mistakes are mistakes. No embarrassment here.

The guy next door said he sees my point and it is a valid view, but in customary grammar, I'm wrong. However, he also went off on a tangent about the recent course of grammar and how it has been diluted too much.

Blah.

(i know, i know...)

BTW, the spell-checker on here used to be easier to use. During one of the upgrades the spell-checker was changed where now a 2nd window comes up, iechecker or something, and it crashes my computer.
